Planning Portal Northern Ireland
A new planning portal for Northern Ireland went live in December 2022 and will make it easier for customers to interact with the planning process.
This brand new, fully digital national planning application service for Northern Ireland, will serve 10 local councils and the Department for Infrastructure, and replaces the existing outdated Northern Ireland Planning Portal.
A New Modern Approach For NIPP
With the new, modern, user-friendly system, customers will be able to submit and review applications online, as well as report breaches of planning control and submit requests for regional planning applications.
The new system allows for a more streamlined, efficient, and sustainable service by putting online and paperless submissions at the heart of the Northern Ireland planning business model.
This is the largest joint IT project between local and central government in Northern Ireland, and it will help process over 12,000 planning applications that are submitted each year.
NIPPS is the third system built from TerraQuest’s own technical platform, TQ KeyChain, using re-useable components.
The TerraQuest team has, in collaboration with the client, analysed and designed the system, then architected, developed, quality assured and implemented the new service.
TerraQuest's web front-end has been fully integrated with DEF's back-end office, and TerraQuest has also developed new services, being the Public Register and Consultee Hub.

TerraQuest will also continue to supply support for the new system until at least 2030.
The 10 councils using the new system are:
- Antrim and Newtownabbey Borough Council
- Ards and North Down Borough Council
- Armagh City
- Banbridge and Craigavon Borough Council
- Belfast City Council
- Causeway Coast and Glens Borough Council
- Derry City and Strabane District Council
- Fermanagh and Omagh District Council
- Lisburn and Castlereagh City Council
- Mid and East Antrim Borough Council and Newry
- Mourne and Down District Council
